RFP #201021-110 Emergency Watershed Protection-Management/Consulting Services

Pender County seeks to establish a contract with a qualified consultant to provide Emergency Watershed Protection (EWP) Management/Consulting Services. The selected Consultant will define and execute services necessary for managing the emergency watershed program for recovery of damages from Hurricane Florence and future declared disasters (both natural and human-caused). The primary responsibility of the Consultant will be to provide management support to the Planning and Community Development Department during implementation of the United States Department of Agriculture’s (USDA) EWP Program. This includes implementing watershed management program goals, managing construction restoration and stabilization of identified funded projects to reduce imminent threat to life, and loss of property. These services may be expanded by the County, modified, or altered to encompass other County or Departmental needs for accomplishing emergency watershed protection or floodplain management goals.

Following the data, North Carolina will remain paused in Phase 3

Gov. Cooper & health officials urge North Carolinians to recommit to prevention efforts

RALEIGH: Governor Roy Cooper announced today that North Carolina will remain paused in Phase 3 for three more weeks as health officials continue to monitor North Carolina’s viral trends. North Carolina has seen increased hospitalizations and trajectory of cases in recent weeks. Governor Cooper underscored the importance of wearing masks, social distancing, and using good judgment despite fatigue or frustration with the pandemic.

“As this pandemic continues, I know it’s difficult and tiring to keep up our guard, especially when we’re gathered with people we love. But it’s necessary. No one wants to spread COVID-19 accidentally to friends or family, so we must keep prevention at the forefront,” said Governor Cooper. “Wearing a mask shows you care about people. Wearing a mask is an easy way to protect our communities and look out for each other. Confronting the virus head on and doing our part as individuals is good for our health and good for our economy.”

Also today, Governor Cooper updated on progress with the NC Housing Opportunities and Prevention of Evictions (HOPE) program. Since Governor Cooper announced the (HOPE) Program last week, 12,000 eligible applicants have filed for assistance. The HOPE Program provides assistance to eligible low-and-moderate income renters experiencing financial hardship due to the pandemic by making direct payments to landlords and utility companies. People can apply for help by calling 2-1-1 or going to nc211.org/hope.

“As the number of applications climbs higher every day, it should make us remember that it’s more than a number. Every one of those applications represents a family having to make impossible choices between basic necessities during a global pandemic,” said Governor Cooper.

Yesterday, Secretary of Health and Human Services Dr. Mandy Cohen and Secretary of Department of Public Safety Erik Hooks sent a letter to local officials in communities with increased viral spread urging their continued action in fighting COVID-19 and suggesting additional measures to mitigate its spread. “We are doing everything we can to slow the spread of this virus. This simple fact is we can’t do it on our own. Ignoring the virus doesn’t make it go away – just the opposite,” said NCDHHS Secretary Mandy K. Cohen, M.D. “As hard as this is, it will end. We will get through this. Let’s do it by looking out for one another. Whatever your reason, get behind the mask.”

• North Carolina’s trajectory in percent of tests returning positive is increasing but is lower than it was during the last time North Carolina’s cases were at their peak in July.

Trajectory in Hospitalizations Over 14 Days
• North Carolina’s trajectory of hospitalizations is increasing.

In addition to these metrics, the state continues building capacity to adequately respond to an increase in virus spread in testing, tracing and prevention.

Testing
• Testing capacity is high.

• There have been almost 250,000 downloads of the exposure notification app, SlowCOVIDNC.

• North Carolina’s personal protective equipment (PPE) supplies are stable.

Samenthia Jones honored with Order of the Long Leaf Pine

BURGAW – Sheriff Alan Cutler and staff surprised Samenthia “Sam” Jones with the presentation of the Order of the Long Leaf Pine Award during the Oct. 4 meeting of the Pender County Board of County Commissioners.

Jones retired in 2019 with more than 30 years’ service at the Pender County Jail, starting as a jail attendant and retiring with the rank of Captain as well as Jail Administrator.

“When she started, she often worked in the jail by herself on night shift,” recalled Chief Deputy Michael Collier of the Pender County Sheriff’s Office. “She rose through the ranks and even after retiring, she continues to consult with us. She has a lot of knowledge and information about a properly managed jail.”

“Samenthia always had a way of working through any situation and to do so with respect for all persons involved,” said Captain James E. Rowell. “I saw Samenthia champion several programs within our office and her care for people in general is real.”

Jones has served on many community boards, including the development of YWCA programs in Pender County. She has served on state boards specializing in jail administration. Post-retirement she completed certification as an instructor who can teach classes and guide jail staff.

“I have been truly blessed to have had the opportunity to come to know Samenthia Jones,” said Pender County Sheriff Alan Cutler. “I have come to realize more and more as time goes on how much she has done for the Pender County Sheriff’s Office and for Pender County in general. I pray that the Lord continues to bless her and her family.”

Jones told the county commissioners she was “surprised and honored” to be a recipient of the Order of the Long Leaf Pin Award.

“I do not know of anyone more deserving of this prestigious award than Samenthia Jones,” said Rowell.
