Engineering Services for Stormwater Services, RFQ # 24-256

Pender County, NC is issuing a Request for Qualifications (RFQ) seeking qualified professional engineering firms to provide third party stormwater review services to assist the County with technical review of stormwater plans related to proposed development projects, including both residential and commercial development.

The County’s UDO describes the scenarios in which a proposed development triggers the need for stormwater plans to be submitted as part of the application for a development proposal. Specifically, article 7.9 of the UDO discusses stormwater management and the applicability of the regulations therein. Most frequently, stormwater plans are submitted within the applications of a proposed commercial development or proposed major subdivision.

Pender County, located in southeastern North Carolina, is the state’s fifth largest County based on land area (approximately 870 square miles), with only 4.5% of that land encompassed by incorporated municipalities and their extraterritorial jurisdictions (ETJs). The County is faced with development pressure as the region continues to see rapid population growth, predominantly expanding from the Wilmington Metropolitan Area.

The majority of the development pressure is felt in the southern and eastern portions of the County, specifically the Rocky Point and Hampstead areas. As these areas transition from a rural past to a more developed future, the community continues to seek to find the balance of protecting and preserving the natural environment, while ensuring development does not have a detrimental impact on the existing fabric of the community.

As noted in the Pender 2.0 Comprehensive Land Use Plan (the Plan), top public input priorities included avoiding development in environmentally sensitive areas and limiting development to areas not prone to drainage issues. The Plan goes on to state that the community has identified the most important role for the County to play in influencing development is the protection of natural resources and environmental quality. Finally, 58% of respondents to a survey shown in the Plan stated that stormwater runoff was the most important issue regarding growth and development in the County.

RFQ Bidder Prequalification – PCU US 421 Pump Station, Force Main and Water Main Project

The US 421 Pump Station, Force Main & Water Main Project consists of a 0.75 MGD Pump Station and approximately 8.5 miles of 12-inch and 16-inch water and sewer pressure main, valves, and associated appurtenances as briefly described in the Request for Bidder Prequalification solicitation. The successful bidder(s) will be required to furnish all labor, materials, equipment, tools, services, and incidentals to complete the Work in accordance with the Specifications and Drawings.  A virtual bidder prequalification meeting will be held on September 12, 2023, at 2:00 p.m. local time. Pender County Government is seeking proposals from experienced licensed firms to address deficiencies identified by the North Carolina Department of Transportation (NCDOT) on Acme Way and Corporate Drive in Pender County in order for the roads to be accepted for addition to the State Highway System. PENDER COUNTY UTILITIES US 421 PUMP STATION, FORCE MAIN & WATER MAIN PROJECT BIDDER PREQUALIFICATION

The Pender County Utilities is seeking prequalification applications from properly licensed, bonded, and qualified general contractors for construction of the proposed US 421 Pump Station, Force Main & Water Main. The project will be bid as a single prime contract.  Prequalification applications will be received at the office of Pender County at 805 S. Walker St., Burgaw, NC 28425 until no later than 4:00 p.m. local prevailing time on the 21st of September 2023. This is not a solicitation for bid; however, Pender County Utilities will only accept bids for this construction contract from Contractors who are approved by Pender County Utilities as prequalified for this project. The anticipated schedule for the pre-qualification and construction bid process is as follows:

Pender County IT Assessment, RFP # 23-251 (June 26, 2023)

Pender County is soliciting proposals from qualified consultants to provide a comprehensive Information Technology Assessment in order to develop a long-term technological road map and ensure appropriate staffing and resource allocation for the current and future needs of the county. Surplus Property Approved for Auction on GovDeals

The Board of Commissioners approved multiple properties for auction on GovDeals in the May 1, 2023 meeting. Pender County’s Auctions will be administered by GovDeals, an online auction service specializing in surplus government property liquidation. GovDeals will collect fees as outlined on each auction that will be passed on to the buyer.  All auctions are open to the public and there is no cost to register.   The general rules can be found here.  The County encourages all citizens to view surplus and bid on items of interest.  Auctions end on June 2, 2023.  View each auction for specific closing times.

Benefits Broker Services RFP # 23-249

Pender County (hereinafter referred to as “County”) is requesting proposals and statement of qualifications from qualified consulting/broker firms (hereinafter referred to as “Consultant”) to provide benefit consulting to include assistance with benefit design, bidding and evaluation, contract negotiation, on-going evaluation, plan modification and other services required to obtain and maintain a competitive benefits program.

The County seeks a benefit plan that can be adjusted annually based on experience as well as one that can easily adapt to changes in market conditions and regulations.  Currently the County is a member of the State Health Plan (SHP), which presently is partnered with BCBS of NC but as you probably already know will partner with Aetna in 2025.  We are unsure how this will affect our employee health insurance in the future and if there will be an opportunity to research other options or remain with the SHP.  Therefore, the County is interested in a firm with a demonstrated record of taking a creative, innovative approach to maneuver through the rising costs of healthcare and employee benefits, while maintaining fiscal responsibility and providing an unbiased perspective to the process.

All prospective Consultants will be afforded full opportunity to submit a proposal and statements of qualifications in response to this request.  This Request for Proposal (RFP) is an invitation by the County for consultants to submit an offer, which may be subject to subsequent discussion. Submittal of proposal does not create any right in or expectation to a contract with the County.
