Surplus Parcel 4214-12-5195-0000 on Doral Drive in Hampstead was acquired on May 3, 2017 through tax foreclosure proceedings.  The parcel consists of a wooded lot on 0.25 acres.  The estimate tax value of the parcel is $9,998 in GIS.  Mr. Nash Burke has placed a bid offer of $10,000.

This electronic published notice is pursuant to G.S. Chapter 160A-269.  Upset bids can be placed through 4pm on Friday, May 26, 2023.

Guaranty Waiver: All property is offered for sale ‘AS IS, WHERE IS.’ Pender County makes no warranty, guaranty, or representation of any kind, expressed or implied, as to the merchantability or fitness for any purpose of the property offered for sale. Please note that upon removal of the property, all sales are final.

Upset Bid Process Pursuant to G.S. 105-374(o) and G.S. 1-339.64, real property sales must remain open for a period of ten days after the filing of the report of sale to allow for the filing of an upset bid. The upset bid must exceed the reported sale price by 5%, but not less than a minimum increase amount of $750.00. The upset bid must be delivered to the Pender County Asset Manager in the form of a certified bank check payable to Pender County and must be filed with the Pender County Register of Deeds before the close of normal business hours on or before the tenth day after the filing of the report of sale. When the tenth day falls on a Saturday, Sunday, legal holiday, or other day where the County is not open for regular business, the deposit may be made on the first day afterward that the office is open for regular business. Request for Proposals #23-251 Park Restroom Facility / Picnic Shelter

Pender County is soliciting Proposals from licensed General Contractors to construct a new restroom/picnic shelter at the Penderlea Park in Willard, NC.  The building consists of a public restroom constructed largely of block, and an open picnic area all under one roof.  The total building footprint measures 24’ x 48’.  This project is funded by County Capital Improvement Funds and completion is required by the fall of this year.  Permit-ready, sealed plans have been prepared as well as site surveys.  An optional site tour will be held on May 22, 2023 at 9:00am (Rain date May 24th at 9:00am).  Questions on this project should be emailed to purchasing@pendercountync.gov no later than May 25, 2023 at 2pm.  Proposals are due in person or by FedEx/UPS/courier to 805 S. Surplus Property Approved for Auction on GovDeals

The Board of Commissioners approved multiple properties for auction on GovDeals in the May 1, 2023 meeting. Pender County’s Auctions will be administered by GovDeals, an online auction service specializing in surplus government property liquidation. GovDeals will collect fees as outlined on each auction that will be passed on to the buyer.  All auctions are open to the public and there is no cost to register.   The general rules can be found here.  The County encourages all citizens to view surplus and bid on items of interest.  Auctions end on June 2, 2023.  View each auction for specific closing times.

Benefits Broker Services RFP # 23-249

Pender County (hereinafter referred to as “County”) is requesting proposals and statement of qualifications from qualified consulting/broker firms (hereinafter referred to as “Consultant”) to provide benefit consulting to include assistance with benefit design, bidding and evaluation, contract negotiation, on-going evaluation, plan modification and other services required to obtain and maintain a competitive benefits program.

The County seeks a benefit plan that can be adjusted annually based on experience as well as one that can easily adapt to changes in market conditions and regulations.  Currently the County is a member of the State Health Plan (SHP), which presently is partnered with BCBS of NC but as you probably already know will partner with Aetna in 2025.  We are unsure how this will affect our employee health insurance in the future and if there will be an opportunity to research other options or remain with the SHP.  Therefore, the County is interested in a firm with a demonstrated record of taking a creative, innovative approach to maneuver through the rising costs of healthcare and employee benefits, while maintaining fiscal responsibility and providing an unbiased perspective to the process.

All prospective Consultants will be afforded full opportunity to submit a proposal and statements of qualifications in response to this request.  This Request for Proposal (RFP) is an invitation by the County for consultants to submit an offer, which may be subject to subsequent discussion. Submittal of proposal does not create any right in or expectation to a contract with the County.

Hampstead Park Design, Engineering and Construction Administration, RFQ # 23-247

Pender County is seeking Statements of Qualifications from NC licensed engineering firms to provide design, engineering, permitting and construction contract administration for the completion of a public park expansion.  The Kiwanis Park in Hampstead, NC is located less than 1 mile off Highway 17 and has been a generational facility that has grown over the past 18 years.  An expansion phase for the park has been approved for construction and has received partial grant funding to have a completion by the September 2025.  This expansion phase will include two (2) multipurpose fields, six (6) tennis courts, four (4) pickleball courts, two (2) outdoor basketball courts, a multi-use path (2000 linear feet), a playground, a lawn game area, a picnic shelter/restroom facility, and parking.  The budget for this project is $2,000,000 and completion is required by September 2025. Accepting Sealed Bids for the Construction of Pender County Business Park Water & Sewer Improvements Contract B – Wastewater Plant Berm, EDA Grant # 04-01-07673

Sealed Bids for the construction of the Pender County Business Park Water & Sewer Improvements Contract B – Wastewater Plant Berm Project will be received, by Pender County at 605 E. Fremont Street, Burgaw, NC on March 28, 2023, until 2:00 p.m. local time, at which time the Bids received will be “publicly” opened and read aloud.

This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program.

A pre-bid conference will be held at 2:00 PM local time on March 9, 2023.  The pre-bid conference will be conducted via a web-based meeting utilizing Microsoft Teams.  Interested parties wishing to join the web-based pre-bid conference may do so by sending an email to the following email address no later than March 8, 2023, at 2:00 p.m. local time.  Note that a physical meeting will not be held for the pre-bid conference and only the web-based meeting will be available to interested parties.  jfitzsimmons@mckimcreed.com

  • Miscellaneous Site Work, Grading, and Landscaping

Bids will be received for a single prime Contract. Bids shall be as indicated in the Bid Form. Professional Consultant to Conduct Space Needs Assessment, RFQ # 230209-243

Pender County is soliciting Statements of Qualifications from professional consulting firms to conduct a space needs assessment of our court facilities, related offices and associated storage needs.  Responding firms must show a strong background in the planning of government facilities, including judicial facilities.  The County is seeking a firm whose combination of qualified experience and personnel will provide timely, cost-effective, and professional planning services.

The following outlines the anticipated timeline related to the Request for Qualifications, award of contract, and delivery/presentation of work products related to this RFQ. County reserves the right, at its sole discretion, to adjust this schedule as it deems necessary.

Pender County Government is statutorily responsible for providing appropriate facilities for court facilities and related functions: Judicial Chambers, District Court, Superior Court (monthly), Clerk of Court,  Public Defender’s Office, District Attorney’ Office, as well as administrative offices and records storage.  The Pender County Courts currently utilize the following spaces dedicated to court operations, administration and storage including:

Pender County Courthouse, 100 S Wright St, Burgaw – approx. 27,090 sq ft

Frances Dawson Basden Judicial Annex, 100 Dickerson St, Burgaw – approx. 6,000 sq ft

Biberstein House, 102 S Walker St, Burgaw – approx. 1,040 sq ft

Records Storage Space, leased, Burgaw – approx. 1,900 sq ft

Newly Purchased Offices, 301 S McNeil St, Burgaw – approx. 1,900 sq ft
