Pender County is seeking Statements of Qualifications related to due diligence and suitability evaluations of potential subject property. These services, to include but are not limited to environmental, land surveying and master plan design.  This data will assist County staff and the Board of County Commissioners to determine feasibility and appropriateness of subject potential property for future development.  The property may be of interest for school sites, parks, water treatment plants/wells,  administrative offices, sites to needed to provide governmental services/functions or any other county need.  Click here to view RFQ # 230119-241Click here for Addendum 1.

Pender County is evaluating a potential location for a future school site.  Pursuant to N.C.   1. Are both hard copy and an electronic version required for submittal acceptance?

No, an electronic version  submitted by email is acceptable.

  1. A Traffic Impact Analysis (TIA) is noted in the Land Surveying section of the Scope of Services. Can you confirm that completion of a TIA is to be included as a deliverable for these services?

A Traffic Impact Analysis has not yet been conducted.  If one is needed, the TIA will not have to meet the March 15, 2023 deadline.

 

 

 

Disaster Debris Clearance and Removal Services RFP # 221129-237

**Addendum 1 has been issued to RFP # 221129-237.**  Pender County is requesting proposals from experienced and qualified contractors to enter into contracts at no immediate or annual cost to Pender County. Contractors will be required to provide emergency disaster recovery services including, but not limited to, clean-up, demolition, removal, reduction and disposal of debris resulting from a natural or manmade disaster as directed by Pender County in order to eliminate immediate threats to public health and safety.

The County intends to enter into two (2) contracts: one with a “Primary” contractor and one with  a “Secondary” contractor.  The “Primary” contractor will be on a first contact basis for all disasters and emergencies that may require debris removal, reduction, disposal or other cleanup activities.  The “Secondary” contractor will be activated to serve as an additional contractor at the sole discretion of the County.   Pender County will reserve the right to decide, at the guidance and recommendation of the County Manager and/or the Emergency Management Director when and if the “Secondary” contract will be activated.

Responding contractors must, at a minimum, have performed at least three (3) debris removal, reduction, and disposal operations in excess of 150,000 cubic yards and provide references for the communities where these operations took place.  Contractors will need to be licensed to do business in North Carolina and certify that they are not included on the debarred FEMA list or the NC Debarred Vendors list.

The County is seeking to enter into a three (3) year agreement with the option to extend for three additional one-year periods with three contractors to provide the services contained within this RFP.

Veterinary Services for the Pender County Animal Shelter, RFP # 221129-238

Pender County is seeking letters of proposal from North Carolina licensed veterinarians experienced with shelter veterinary medicine and high-volume spay/neuter to provide shelter veterinary medical and surgical services for the Pender County Animal Shelter. The successful candidate will have proven surgical and medical skills preferably in a shelter or similar setting, a collaborative spirit, a positive and flexible approach to problem-solving, clear and compassionate communication skills, and an energetic pace. REBID OF Pender County Additional Courthouse HVAC, Invitation to Bid # 221024-234

 RE-Advertisement:    Pender County is replacing the cooling tower as well as HVAC unit and exhaust for the public restrooms on the North end of the building.  THE GRANT FUNDED PROJECT FUNDS WILL HAVE TO BE UTILIZED BY JUNE 30, 2023.  PROVISIONS DUE TO SUPPLY CHAIN ISSUES MUST BE COORIDINATED CLOSELY WITH THE OWNER REPRESENTATIVE.

Pender County invites North Carolina Licensed Contractors to review the full ITB, as well as Technical Specifications and Plans exhibits provided by Cheatham and Associates Engineers available here.

Contractors must have proper license under the State laws governing their respective trades and that North Carolina General Statute 87 will be observed.

Board of Commissioners approved multiple properties, all wooded lots, for auction on GovDeals

The Board of Commissioners approved multiple properties, all wooded lots, for auction on GovDeals in the November 7, 2022 meeting. Pender County’s Auctions will be administered by GovDeals, an online auction service specializing in surplus government property liquidation. GovDeals will collect fees as outlined on each auction that will be passed on to the buyer.  All auctions are open to the public and there is no cost to register.   The general rules can be found here.  The County encourages all citizens to view surplus and bid on items of interest.  Auctions end in 30 days on December 9th, 2022.  View each auction for specific closing times.

Pender Soil and Water Conservation District seeks bids for Recovery Debris Removal

Pender Soil and Water is soliciting contractors and professional firms to perform the removal of stream debris in several locations in Pender County.  The planned work areas are referenced in maps that are part of the full bid package.  There will not be a group site showing for these projects, however, all bidding contractors are required to make a mandatory site visit to the areas and will have to sign a statement to verify.

Work must be completed according to the woody debris removal guidelines titled “Incremental effects of large woody debris removal of physical aquatic habitat”, the streamflow rehabilitation assistance program–debris removal and processing recommendations (GS 139-65), and the STRAP recommendations on permits for STRAP.  Pender Soil and Water will require that the debris be places outside of the stream along stream bank and on the same side that it originated.

Bids must clearly state the total price for completing the contract, not a price per foot.  Lengths referenced in this notice and on the project map are approximate and will not be used to determine payment or project completion.  Sealed bid sheets must be received no later than THURSDAY, DECEMBER 1, 2022 by 3 pm.  Mark outside of envelope with “Pender Soil and Water Conservation District Storm Debris project” and deliver to Pender Soil and Water Conservation District Office, 801 S. USDA Site Assessment and Geotechnical Engineering Services for the Pender County Health and Human Services Building, RFQ # 221025-236

Pender County Government is seeking qualifications from a firm to conduct a USDA Environmental Site Assessment and Geotechnical engineering for services related to the site for the new Pender County Health and Human Services Building.  Pender County waives the Mini-Brooks Act and therefore also requests a proposal for pricing of the services as outlined in the RFQ.  The full report resulting from award of the contract shall be completed by February 20, 2023.

Pender County North Carolina Stream Clearing and Snagging Services, RFP # 221025-235

The Pender County Planning & Community Development Department (Pender County) seeks to establish a contract with an experienced contractor to provide Clearing & Snagging services in designated creeks throughout the County. The primary responsibility of the Contractor will be to perform stream clearing, snagging, woody debris removal, and disposal in identified locations of drainage channels. The proposed work will be conducted in specified segments under the supervision of the Pender County Planning & Community Development Department and their designated Construction Field Representatives (CFRs). The purpose of the proposed work is to improve drainage resulting from woody debris deposition. The contractor will be tasked with implementing the proposed work scope and meeting the requirements developed under the Streamflow Rehabilitation and Assistance Program (StRAP).

Questions are due by Friday, November 4, 2022, at 5pm. The deadline to submit a proposal is Tuesday, November 15, 2022, at 4pm. Sealed proposals must be submitted via FedEx, UPS, or hand delivered to 805 S. Walker Street, Burgaw, NC 28425.
