ADVERTISEMENT FOR BIDS

Sealed Bids for the construction of the Batson Road Waterline Extension will be received, by Pender
County Utilities, at the offices of Pender County Utilities, 605 E. Fremont Street, Burgaw, NC 28425,
until 2:00 pm local time on Thursday February 29th, 2024, at which time the Bids received will be
publicly opened and read. The Project consists of constructing approximately 2,100 linear feet of 6-
inch and 500 linear feet of 2-inch waterline to serve the circle located at the southern end of Batson
Road.

Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis, with
additive alternate bid items as indicated in the Bid Form.

Material Testing, RFQ # 24-266

Pender County is seeking Statements of Qualifications (SOQ) from qualified firms to provide Material testing on new facilities commencing construction in the coming year.  Each project will be contracted separately.  All services must be in compliance with Chapter 17 of the North Carolina State Building Code and all other related applicable standards.

The initial project will be the new Pender County Law Enforcement Center (LEC).  Moseley Architects has been awarded the LEC project and will be providing construction documents which may be obtained at www.moseleyarchitects.com/bidding; Scroll to the project name, view all the documents.

The LEC will be a new construction building consisting of approximately 96,900 sf. Located off Old Savannah Rd. in Burgaw, NC 28425. The project is expected to be bid in February of 2024 with completion of construction at the end of 2026.

The new construction project will consist of:

  • New Sheriff’s Office
  • New 911 Center
  • New detention center 242 beds/350 “core”

The County will negotiate a contract with the selected firm immediately and duties will begin in 2024. The firm will be required to work in conjunction with Pender County leadership, staff, engineers, inspectors, and contractors; engage in value engineering, as appropriate; and providing construction administration and project close‐out services as required.  Due to project funding, all work must be USDA compliant and any applicable documentation must be provided.

Pender County is seeking Statements of Qualifications (SOQ) from NC licensed Design Professionals to  provide commissioning of building mechanical, electrical and plumbing systems in the design and construction of new facilities commencing in the coming year.  Each project will be contracted separately.  All services must be in compliance with Section C408 of the 2018 North Carolina Energy Conservation Code (2018 NCECC) and all other related applicable standards.

The initial project will be the new Pender County Law Enforcement Center (LEC).  Moseley Architects has been awarded the LEC project and will be providing construction documents.  The commissioning agent (CxA) will be responsible for commissioning all building HVAC, domestic hot water, and lighting controls included in the proposed project.  The LEC will be a new construction building consisting of approximately 96,900 sf. Located off Old Savannah Rd. in Burgaw, NC 28425. The project is expected to be bid in February of 2024 with completion of construction at the end of 2026.

Evaluation of Pender County Wastewater Facility and Management

Professional Engineering Services, 421 Water Main Interconnection

Pender County Utilities (PCU) is seeking Statements of Qualifications (SOQ) from consulting engineering firms experienced with water main design. The engineering firm will provide complete design, permitting, and construction administration/observation of approximately 1,000 feet of 12” water line at the US 421 corridor in western Pender County to connect with Cape Fear Public Water Authority (CFPUA).  Pender County will also be extending the water line from Malpass Corner on US 421 to the Sampson County line. That is approximately 14.3 miles. Opioid Settlement–Strategy Proposal for Pender County–RFP #24-260

In July 2021, Attorney General Josh Stein announced a historic $750 million agreement over an 18-year period that will help bring desperately needed resources to North Carolina communities harmed by the opioid epidemic.  A Memorandum of Agreement (MOA) between the State and local governments directs how opioid settlement funds are distributed and used in our state.  To maximize funds flowing to North Carolina communities on the front lines of the opioid epidemic, the MOA allocates 15 percent of settlement funds to the State and sends the remaining 85 percent to North Carolina’s 100 counties and 17 municipalities.  Pender County seeks to fund eligible organizations to the opportunity to implement evidence-based, high impact strategies to address the opioid epidemic in the county.  In addition, the County seeks to build capacity and local infrastructure to respond to the overdose crisis.  The goal is to reduce overdose deaths, emergency department visits for overdose, and illicit opioid involvement.  Pender County Government is scheduled to receive $6, 816, 613 over an 18-year period.  Before spending settlement funds, every local county or municipality must select which opioid mitigation strategies they would like to fund.  In October 2022, the Pender County Health Department convened county agencies and partners to conduct a planning process that included a GAP analysis that included a Strengths, Weaknesses, Opportunities, and Threats (SWOT) Assessment.  Five team meetings were devoted to presentations from stakeholders that reviewed resources that are available to Pender County residents suffering from addiction, in treatment programs, or post-recovery programs.  Three community meetings were held to collect resident input.  Utilizing the information gathered, the team identified three priority strategies.  The top three focus areas are Early Intervention, Recovery Support Services, and Evidence-Based Addiction Treatment.  Proposals shall be submitted related to the three top focus areas in accordance with terms and conditions of RFP # 24-260.  Click here to view the full RFP and Attachment A Project Line Item Budget.  Only written questions will be considered and must be submitted via email to purchasing@pendercountync.gov by December 4, 2023 at 5 pm, with “Opioid Settlement – Strategy Proposal for Pender County  – RFP # 24-260” as the subject line.  Proposals shall be limited to 50 pages, and must be submitted no later than 12 noon on January 5, 2024.  Proposals must be submitted by one of the following:  By Mail: Attn: Trisha Newton, PO Box 1578, Burgaw, NC 28425, Reference RFQ # 24-260. Pre-Qualify to Bid on the Pender County Law Enforcement Center

Pender County is seeking Statements of Qualifications (SOQ) from qualified NC licensed General Contractors to construct a new detention center, Sheriff’s Office with a 911 suite and detached prefabricated metal building totaling approximately 102,930 SF.  The project is mixed-construction consisting of both Type II-B and Type I-B construction, Group I-3 and Group B occupancy. Construction includes concrete and brick veneer masonry construction with steel framing, interior CMU partitions, TPO roofing, architectural casework, food service equipment, detention equipment, security electronics, and finishes typically associated with a new detention center. The Project includes a kitchen, laundry, vehicle sally port, intake/ booking and steel detention cells. Sitework includes stormwater management, sidewalks, parking lots, grading, and fencing/ gates, sewer lift station. A radio tower for the 911 center will be located on site. Mechanical work includes ductwork, plumbing, sprinkler system, smoke control system, controls, and roof top units. Road Improvements for Addition to State Hwy System, RFP# 24-255R
