Pender Soil and Water Conservation District seeks bids for Recovery Debris Removal

Pender Soil and Water is soliciting contractors and professional firms to perform the removal of stream debris in several locations in Pender County.  The planned work areas are referenced in maps that are part of the full bid package.  There will not be a group site showing for these projects, however, all bidding contractors are required to make a mandatory site visit to the areas and will have to sign a statement to verify.

Work must be completed according to the woody debris removal guidelines titled “Incremental effects of large woody debris removal of physical aquatic habitat”, the streamflow rehabilitation assistance program–debris removal and processing recommendations (GS 139-65), and the STRAP recommendations on permits for STRAP.  Pender Soil and Water will require that the debris be places outside of the stream along stream bank and on the same side that it originated.

Bids must clearly state the total price for completing the contract, not a price per foot.  Lengths referenced in this notice and on the project map are approximate and will not be used to determine payment or project completion.  Sealed bid sheets must be received no later than THURSDAY, DECEMBER 1, 2022 by 3 pm.  Mark outside of envelope with “Pender Soil and Water Conservation District Storm Debris project” and deliver to Pender Soil and Water Conservation District Office, 801 S. USDA Site Assessment and Geotechnical Engineering Services for the Pender County Health and Human Services Building, RFQ # 221025-236

Pender County Government is seeking qualifications from a firm to conduct a USDA Environmental Site Assessment and Geotechnical engineering for services related to the site for the new Pender County Health and Human Services Building.  Pender County waives the Mini-Brooks Act and therefore also requests a proposal for pricing of the services as outlined in the RFQ.  The full report resulting from award of the contract shall be completed by February 20, 2023.

Pender County North Carolina Stream Clearing and Snagging Services, RFP # 221025-235

The Pender County Planning & Community Development Department (Pender County) seeks to establish a contract with an experienced contractor to provide Clearing & Snagging services in designated creeks throughout the County. The primary responsibility of the Contractor will be to perform stream clearing, snagging, woody debris removal, and disposal in identified locations of drainage channels. The proposed work will be conducted in specified segments under the supervision of the Pender County Planning & Community Development Department and their designated Construction Field Representatives (CFRs). The purpose of the proposed work is to improve drainage resulting from woody debris deposition. The contractor will be tasked with implementing the proposed work scope and meeting the requirements developed under the Streamflow Rehabilitation and Assistance Program (StRAP).

Pender County Additional Courthouse HVAC, Invitation to Bid # 221024-234

Pender County recently performed a large-scale HVAC retrofit to the Pender County Courthouse.  Limited funds forced a decision to keep some original equipment in place.  However, grant funding is now allowing the county to complete the remaining items.  These items include the cooling tower as well as the HVAC unit and exhaust for the public restrooms on the North end of the building.

THIS IS A GRANT FUNDED PROJECT IN WHICH THE FUNDS WILL HAVE TO BE UTILIZED BY JUNE 30, 2023.  PROVISIONS DUE TO SUPPLY CHAIN ISSUES MUST BE COORIDINATED CLOSELY WITH THE OWNER REPRESENTATIVE.

Pender County invites North Carolina Licensed Contractors to review the Technical Specifications and Plans exhibits provided by Cheatham and Associates Engineers available here.  The scope of work will include replacement of the cooling tower.  Please note that both the existing fan and existing underground piping (6” CPVC – both return and supply)  VFD will remain (not to be replaced).  Additionally, the scope will include replacement of roof mounted water source heat pump WSHP-17 including integral ERV to provide HVAC and exhaust for the first floor Men’s and Women’s public restrooms.  In order to maintain the warranty on the new roof that was recently installed, roof work (resulting from the scope of work performed) MUST be completed by Hound Roofing.  (All communications and coordination to take place through a specific contact provided in the ITB.)

Prospective bidders may attend a Pre-Bid meeting which will be held at the Pender County Courthouse (Fremont Street side of the building), 100 South Wright Street, Burgaw on November 10, 2022 at 3:00 pm EST A tour of the facility, equipment, and existing conditions will take place to describe/elaborate the enclosed scope of work.

This is a re-bid.  The Pender County Planning & Community Development Department (Pender County) seeks to establish a contract with an experienced contractor, or contractors, to provide Channel Dredging & Sediment Removal Services in the Northeast Cape Fear River adjacent to Ruddy Duck Lane, Turtle Hill Trail, and Mallard Roost Drive near Burgaw, NC. The primary responsibility of the Contractor will be to remove an identified accumulation of sediment from the bottom of the Northeast Cape Fear River in a section of river channel approximately 1500 linear feet (LF) long. The estimated volume of dredge spoil material to be removed from the river channel is approximately 9,000 to 10,000 cubic yards (CYS). The Contractor will be responsible for excavating/removing, transporting, off-loading, and delivery of dredge spoils to their final deposition. Nearby upland disposal/containment areas have been identified by the County and are undergoing permit review by the NC Division of Coastal Management and the US Army Corps of Engineers. These tentative disposal areas are available to the Contractor for use at their discretion, or the Contractor has the option to locate their own upland disposal area, assuming the location is suitable, and meets all regulatory permitting requirements. The Contractor shall dewater the dredge spoil material prior to transporting over State or Federal highways to any approved and permitted upland Disposal Area. Dredge material or waters incorporated in the dredge material matrix must be contained at all times and not allowed to re-enter the Northeast Cape Fear River unless the material is sufficiently filtered and all silt/clay size particulate matter is removed. Disposal areas used for final disposition of the dredge spoils must also be contained temporarily with adequate sedimentation and erosion control measures (silt fencing, berms, etc.), and filtering systems to manage dredge waters until the dredge material dries and solidifies in the dike system. This requirement for dredge water management will be in effect and shall be maintained until such time a permanent groundcover is established on the outside side slopes of the earthen-diked disposal area and across the full crest of the dredge pile. An optional pre-proposal conference is planned for this RFP to be held on October 11, 2022 for a site walk and a briefing.  Contractors are advised to meet in the parking lot at 805 S.
