RE-BID: Emergency Watershed Protection-Sediment Removal/Dredging Project-Northeast Cape Fear River RFP # 5038-Round 2 DSR/494/Site 1-Northeast Cape Fear River

This is a re-bid.  The Pender County Planning & Community Development Department (Pender County) seeks to establish a contract with an experienced contractor, or contractors, to provide Channel Dredging & Sediment Removal Services in the Northeast Cape Fear River adjacent to Ruddy Duck Lane, Turtle Hill Trail, and Mallard Roost Drive near Burgaw, NC. The primary responsibility of the Contractor will be to remove an identified accumulation of sediment from the bottom of the Northeast Cape Fear River in a section of river channel approximately 1500 linear feet (LF) long. The estimated volume of dredge spoil material to be removed from the river channel is approximately 9,000 to 10,000 cubic yards (CYS). The Contractor will be responsible for excavating/removing, transporting, off-loading, and delivery of dredge spoils to their final deposition. Nearby upland disposal/containment areas have been identified by the County and are undergoing permit review by the NC Division of Coastal Management and the US Army Corps of Engineers. These tentative disposal areas are available to the Contractor for use at their discretion, or the Contractor has the option to locate their own upland disposal area, assuming the location is suitable, and meets all regulatory permitting requirements. The Contractor shall dewater the dredge spoil material prior to transporting over State or Federal highways to any approved and permitted upland Disposal Area. Dredge material or waters incorporated in the dredge material matrix must be contained at all times and not allowed to re-enter the Northeast Cape Fear River unless the material is sufficiently filtered and all silt/clay size particulate matter is removed. Disposal areas used for final disposition of the dredge spoils must also be contained temporarily with adequate sedimentation and erosion control measures (silt fencing, berms, etc.), and filtering systems to manage dredge waters until the dredge material dries and solidifies in the dike system. This requirement for dredge water management will be in effect and shall be maintained until such time a permanent groundcover is established on the outside side slopes of the earthen-diked disposal area and across the full crest of the dredge pile. An optional pre-proposal conference is planned for this RFP to be held on October 11, 2022 for a site walk and a briefing.  Contractors are advised to meet in the parking lot at 805 S. Walker Street, Burgaw, NC 28425 by 9:00am. County staff will lead a caravan to each site. Questions are due by October 12, 2022 at 8am.  The deadline to submit a proposal is October 14, 2022 at 2pm. Health Care Services for the Pender County Jail, RFP # 220908-232

UPDATE:  The deadline for proposals has been extended to 9am on October 3, 2022.

Pender County is seeking letters of proposal from North Carolina licensed providers experienced with jail health care services.   Services will need to be provided to accommodate our 92 bed jail with an average daily population of around 67 and coverage for 16 hours per day on the weekdays and 12 hours per day on the weekends.  The required start date for this contract will be on or before December 1, 2022.  A high level of professionalism and strong interpersonal skills are required.  Click hereto view RFP # 220908-232 in its entirety.   Proposing vendors can register now for an optional tour on September 14th  or September 21st at https://www.signupgenius.com/go/508094EA8A72FA7F85-tour.

NC210 Hurricane Evacuation Route Resiliency Analysis, RFQ # 220829-231

Pender County, NC is issuing a Request for Qualifications (RFQ) from qualified firms for a Resiliency Analysis of the North Carolina Highway 210 Hurricane Evacuation Route corridor between US 17 in Hampstead, NC and Interstate 40 in Rocky Point, NC.  In June 2022, Pender County was notified of a grant award in the amount of $200,000 through the North Carolina Emergency Management (NCEM) Transportation Infrastructure Resiliency Fund. Pender County is now seeking Statements of Qualifications from firms in order to complete a Resiliency Analysis of the NC 210 corridor.  The goal of the Resiliency Analysis is to improve the resiliency of the Hurricane Evacuation Route by identifying the NC 210 roadway’s deficiencies and providing actionable recommendations for improved resiliency.  All questions must be submitted in writing are due to thenley@pendercountync.gov no later September 9, 2022 by 5pm EST.  Statements of Qualifications due September 19, 2022 by 12pm EST to PO Box 1519, 805 S. Sale of Surplus Property – Country Court Apartments, Currie

Country Court Apartments are located 10260 US HWY 421 Currie NC 28435, Parcel ID 2286-65-9062-0000.  The County acquired the parcel on June 11,1982.  The County was using this parcel for Rural Development Housing Program.  The parcel consists of eight apartments on 17.54 acres.  Each apartment is 850 to 1000 square ft. and includes the following: spacious living room, three bedrooms, one bathroom, kitchen with granite counter top, stainless steel appliances, stackable washer and dryer, new central heat and air.  All appliances are electric.  There is a current septic system repair required.  The tax value for this parcel is $393,140.00 to include building and land values.

Open House will be on 8/19, 8/26, 9/9 and 9/16 from the hours of 9:00 am to 12:00 PM.  The County encourages all bidders to do their due diligence prior to submitting any bids.  All bids must be placed using the GovDeals auction.  Winning bid is subject to seller approval.  Pender County reserves the right to accept or decline any and all bids.  In addition to the winning bid, the winning bidder will pay all closing costs including the seller’s representation fee $400.

Per NC General Statutes § 160A-269, the new bid must be the greater of either a $750.00 increase or 5% more than the outstanding bid.  For example if the 5% is equal to $1,000.00 then you would have to bid the $1,000.00 – not just the $750.00.  This bidding process could potentially go on for multiple cycles.

Request for Qualifications for Professional Services for a Project Director to Guide the County in a RFP Process for a Health Provider for Pender Memorial Hospital, RFQ # 220711-229

Pender County owns Pender Memorial Hospital in Burgaw, NC along with the Certificates of  Need (CON). Pender County currently has an agreement with Novant (formerly New Hanover Regional Medical Center) to manage day-to-day operations of Pender Memorial Hospital and additional related services in and around Burgaw.  Pender County is seeking statements of qualifications related to professional services.  These services are needed to assist in determining the feasibility and appropriateness of pursuing an RFP for a Health Provider for the County hospital.  The ultimate outcome is for this Project Director to help Pender County in the establishment of selection criteria, the identification of viable Health Care Entities that can be targeted for pursuit, collection and review of Proposals from these same Health Care Entities, Evaluation of these Entities against selection criteria and then providing recommendation to Board of County Commissioners.  The selected provider must be able to start services on or before June of 2023, when the current contract expires.  Lastly, this Director will also be key in leading execution of transition to this new Health care provider based on the timeline summited in their proposal.
