PUBLIC BID OPENING

Sealed Bids for the construction of the Pender Commerce Park Water & Sewer Main Extension Project will be received, by Pender County at 605 E. Fremont Street, Burgaw, NC on June 1, 2022, until 10:00 a.m. local time, at which time the Bids received will be “publicly” opened and read aloud.

PRE-BID CONFERENCE

A virtual pre-bid conference will be held at 10:00 AM local time on May 17, 2022.  The pre-bid conference will be conducted via a web-based meeting utilizing Microsoft Teams.  Interested parties wishing to join the web-based pre-bid conference may do so by sending an email to the following email address jfitzsimmons@mckimcreed.com  no later than May 6, 2022, at 2:00 PM local time.  Note that a physical meeting will not be held for the pre-bid conference and only the web-based meeting will be available to interested parties.

A Microsoft Teams link will be sent to all parties who provide an email address for the pre-bid conference no later than 9:00 AM local time on May 16, 2022.  Parties will utilize this link to join the web-based Microsoft Teams meeting.  Interested parties are advised that only audio may be available due to limitations with Microsoft Teams video capability.  Consequently, the pre-bid conference will be conducted via audio and interested parties may only hear the pre-bid conference as video may not be available.  Attendance at the pre-bid conference is not mandatory but is strongly encouraged.

The Project consists of the construction of:

  • Approximately 900 linear feet of 12-inch diameter C900 DR-18 PVC Water Main Distribution Piping
  • Approximately 1,100 linear feet of 4-inch diameter C900 DR-18 PVC Force Main Piping

Bids will be received for a single prime Contract.  Bids shall be as indicated in the Bid Form.  Bidders are not required to be pre-qualified to submit a bid for the Pender Commerce Park Water & Sewer Main Extension Project.  Contractor is advised and shall meet the following project schedule for execution and completion of the project:

  • Pre-Bid Conference    May 17, 2022, 10:00 AM local time
  • Public Bid Opening    June 1, 2022, 10:00 AM local time
  • Notice of Award         June 21, 2022
  • Notice to Proceed       June 22, 2022

Bidding Documents are available on USB flash drive (as portable document format (PDF) files for a non-refundable charge of $100.00, including shipping via overnight express service.  Alternatively, printed Bidding Documents may be obtained from the Issuing Office via mail, upon Issuing Office’s receipt of payment for the Bidding Documents.  The non-refundable cost of printed Bidding Documents is $200.00 per set, payable to “McKim & Creed, Inc.”, plus a non-refundable shipping charge.  Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery method of choice; the shipping charge will depend on the shipping method chosen.  The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder’s date of receipt of the Bidding Documents.

Sealed Bids for construction of the Scotts Hill Elevated Tank and Wells including all related work as shown and specified in the contract documents will be received by Pender County at 605 East Fremont Street, Burgaw, NC 28425 until 10:00 a.m., (Local Time) on May 25, 2022 and then publicly opened and read aloud.

Neither the Owner nor the Engineer will be responsible for full or partial sets of Contract Documents, including any Addendum, obtained from any other source.

Each Bid must be made on the blank forms provided in the bound copies of the CONTRACT DOCUMENTS and must be enclosed in a sealed envelope and addressed to the Public Utilities Director of Pender County. The name and address and the NC Contractor’s License Number of the Bidder must be plainly written on the outside of the envelope, and the envelope marked “Bid for the Pender County Elevated Tank and Wells”. No Bid shall be considered or accepted by Pender County unless at the time of its filing the same shall be accompanied by a Bid Bond in an amount equal to not less than five percent (5%) of the Total Base Bid Amount executed by a corporate surety licensed under the laws of North
Carolina to execute such bonds; conditioned that the surety will upon demand forthwith make payment to Pender County upon said Bond if the Bidder fails to execute the Contract in accordance with the Bid Bond. If upon acceptance of his Bid, a Bidder fails to enter into a Contract with Pender County, the Bid deposit shall be forfeited to and become the property of the Pender County. No Bidder may withdraw his Bid within 60days after the date of Bid opening.

All Contractors are notified that North Carolina Statutory provisions as to licensing of Contractors will be observed in receiving, reading and awarding the Contracts. (Chapter 87 of the North Carolina Statutes)

The Owner reserves the right to reject any Proposal for failure to comply with any requirements of this Notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion. Invitation to Bid on Water Treatment Chemicals: Ferric Sulfate and Sodium Hydroxide

Pender County has issued an Invitation to Bid # 220511-226 for Water Treatment Chemical Ferric Sulfate and Invitation to Bid # 220511-227 Water Treatment Chemical Sodium Hydroxide. Bidders may bid on one or both chemicals.  A multi-tiered award may be made to a maximum of three (3) Vendors; a primary, secondary and tertiary Vendor for each chemical.  Any questions are due to Trisha Newton at purchasing@pendercountync.gov by May 25th, 2022 at 5pm. Bids are due no later than June 2nd, 2022 at 2pm in the Pender County Utilities front office located at 605 E. Statement of Qualifications sought for Design-Build Services of Pender County Health and Human Services Facility, Request for Qualifications # 220318-224

Pender County Health and Human Services is soliciting Statements of Qualifications (SOQs) from qualified Design-Build teams interested in providing professional design and construction services for construction of a multi-story Health and Human Services Facility in the Burgaw Township of Pender County.  The County is preceding this project with a qualification process (this RFQ) to determine and approve interested and competent Design-Build teams.  This project shall have a substantial completion date no later than July 1, 2025.  Click here to view RFQ # 220318-224.  You are encouraged to email purchasing@pendercountync.gov with an intent to provide a SOQ so that you will be added to a mailing list for updates.  Any questions or clarifications needed should also be submitted in writing to purchasing@pendercountync.gov by April 15th, 2022 at 12pm.  The deadline for SOQs is May 6th, 2022 at 12pm.  Qualification documents shall be sent to 805 S. Emergency Watershed Protection-Streambank Stabilization Projects RFP No. 5038-Round 2 DSR-489/269 Lake Rd. and DSR-494/Site 4-Holly Shelter Wildlife Depot

The Pender County Planning & Community Development Department seeks to establish a contract with an experienced contractor, or contractors, to provide Streambank Stabilization Services in two designated locations in Pender County. The general purpose of the proposed work is to repair heavily eroded streambank channel side slopes located on a private and public property caused by Hurricane Florence in September of 2018. The sites are located on Horse Branch Creek in Willard and the Northeast Cape Fear River in Rocky Point. A mandatory pre-proposal site walk will be held on Tuesday, March 22nd at 9:00am. Contractors will need to meet in the parking lot at 805 S. Walker Street, Burgaw, NC 28425 by 9:00am. County staff will lead a caravan to each site. The deadline to submit a proposal is Thursday, March 31, 2022, at 4pm. Proposals must be submitted via FedEx, UPS, or hand delivered to 805 S. Walker Street, Burgaw, NC 28425. Structural Engineering Services for the Howard Holly Building, RFQ # 220223-223

Pender County is Requesting Qualifications for Structural Engineering Services for the Howard Holly Building, RFQ # 220223-223.  The Pender County Howard Holly building located at 300 East Fremont Street, Burgaw, NC is showing obvious signs of foundation settlement.  The firm must perform an extensive structural conditions assessment and provide said findings in a report format which can be utilized by the Board of Commissioners and Management for decision making related to the overall structural integrity.  To be considered for this project the Engineer Consultant must exhibit a high level of competence with a demonstrated ability to provide high quality services on time and within budget. CANCELLED -Structural Engineering Services for the Howard Holly Building, RFQ # 220514-222

This RFQ has been cancelled on February 23, 2022.  See RFQ # 220223-223 instead.

 

Pender County is Requesting Qualifications for Structural Engineering Services for the Howard Holly Building, RFQ # 220514-222.  The Pender County Howard Holly building located at 300 East Fremont Street, Burgaw, NC is showing obvious signs of foundation settlement. This process started several years ago but seemed to have plateaued (for the most part) until recent weeks. Suddenly, this issue has accelerated with signs of stress cracks in the interior and exterior walls as well as other physical damages to various construction components of the building. Pursuant to N.C. Stat. Sec. G.S. 143-64.31, Pender County is seeking qualifications from structural engineering firms to perform a structural assessment of this building as outlined in subsequent sections.

Once selected, the firm must perform an extensive structural conditions assessment and provide said findings in a report format which can be utilized by the Board of Commissioners and Management for decision making related to the overall structural integrity of the Howard Holly Administration building. Note: This report (outlining all findings and recommendations) must be presented to the Board of County Commissioners in a public meeting.

The assessment must include:

  • Professional opinions or conclusions related to the buildings’ ability to resist structural loads in the building code at the time of original design or in the current effective building Code as well as calculation of structural capacities.
  • Geological, geotechnical, or hydrological conditions that may be affecting the condition(s) of the building. Various soil and materials testing services may be subcontracted to structural engineer’s firm of choice with pricing included in overall proposal.
  • Wind/seismic analysis of the building
  • Any visual examinations of the building related to maintenance issues that should be rectified
  • Professional determination of feasibility and cost effectiveness to perform any and all required structural repairs/modification

To be considered for this project the Engineer Consultant must exhibit a high level of competence with a demonstrated ability to provide high quality services on time and within budget. The selected Engineer Consultant should have a proven ability to work effectively with public agencies and other stakeholders. Qualifications statements (with included proposal fees for services) should be limited to 30 pages excluding attachments and shall include, at a minimum, the following:

RFP-Roadside and Expanded Shoulder Area Mowing Services for the Pender Commerce Park

Pender County is soliciting proposals for Roadside and Expanded Shoulder Area Mowing Services for the Pender Commerce Park located on Hwy. 421 opposite Cowpen Landing Rd. A contract for these mowing services will be awarded to the lowest responsive, responsible bidder. Bidding packets are available at the office of Pender County Facilities and Fleet Services located at 210 South Bennett Street, Burgaw, NC 28425 or emailed upon request to avann@pendercountync.gov

The sealed proposals must be delivered or mailed to the office of Pender County Facilities and Fleet Services (Attn: Deanna Lanier) located at 210 South Bennett Street, Burgaw, NC 28425.  Sealed proposals on the appropriate bid forms will be received by 12:00 p.m. on Friday, February 25, 2022.

This contract will be informally bid and awarded in accordance with North Carolina G.S. 143-129.  There will not be a public bid opening.
