**Addendum 1 has been issued to RFP # 221129-237.**  Pender County is requesting proposals from experienced and qualified contractors to enter into contracts at no immediate or annual cost to Pender County. Contractors will be required to provide emergency disaster recovery services including, but not limited to, clean-up, demolition, removal, reduction and disposal of debris resulting from a natural or manmade disaster as directed by Pender County in order to eliminate immediate threats to public health and safety.

The County intends to enter into two (2) contracts: one with a “Primary” contractor and one with  a “Secondary” contractor.  The “Primary” contractor will be on a first contact basis for all disasters and emergencies that may require debris removal, reduction, disposal or other cleanup activities.  The “Secondary” contractor will be activated to serve as an additional contractor at the sole discretion of the County.   Pender County will reserve the right to decide, at the guidance and recommendation of the County Manager and/or the Emergency Management Director when and if the “Secondary” contract will be activated.

Responding contractors must, at a minimum, have performed at least three (3) debris removal, reduction, and disposal operations in excess of 150,000 cubic yards and provide references for the communities where these operations took place.  Contractors will need to be licensed to do business in North Carolina and certify that they are not included on the debarred FEMA list or the NC Debarred Vendors list.

The County is seeking to enter into a three (3) year agreement with the option to extend for three additional one-year periods with three contractors to provide the services contained within this RFP.

The Board of Commissioners approved multiple properties, all wooded lots, for auction on GovDeals in the November 7, 2022 meeting. Pender County’s Auctions will be administered by GovDeals, an online auction service specializing in surplus government property liquidation. GovDeals will collect fees as outlined on each auction that will be passed on to the buyer.  All auctions are open to the public and there is no cost to register.   The general rules can be found here.  The County encourages all citizens to view surplus and bid on items of interest.  Auctions end in 30 days on December 9th, 2022.  View each auction for specific closing times.

This is a re-bid.  The Pender County Planning & Community Development Department (Pender County) seeks to establish a contract with an experienced contractor, or contractors, to provide Channel Dredging & Sediment Removal Services in the Northeast Cape Fear River adjacent to Ruddy Duck Lane, Turtle Hill Trail, and Mallard Roost Drive near Burgaw, NC. The primary responsibility of the Contractor will be to remove an identified accumulation of sediment from the bottom of the Northeast Cape Fear River in a section of river channel approximately 1500 linear feet (LF) long. The estimated volume of dredge spoil material to be removed from the river channel is approximately 9,000 to 10,000 cubic yards (CYS). The Contractor will be responsible for excavating/removing, transporting, off-loading, and delivery of dredge spoils to their final deposition. Nearby upland disposal/containment areas have been identified by the County and are undergoing permit review by the NC Division of Coastal Management and the US Army Corps of Engineers. These tentative disposal areas are available to the Contractor for use at their discretion, or the Contractor has the option to locate their own upland disposal area, assuming the location is suitable, and meets all regulatory permitting requirements. The Contractor shall dewater the dredge spoil material prior to transporting over State or Federal highways to any approved and permitted upland Disposal Area. Dredge material or waters incorporated in the dredge material matrix must be contained at all times and not allowed to re-enter the Northeast Cape Fear River unless the material is sufficiently filtered and all silt/clay size particulate matter is removed. Disposal areas used for final disposition of the dredge spoils must also be contained temporarily with adequate sedimentation and erosion control measures (silt fencing, berms, etc.), and filtering systems to manage dredge waters until the dredge material dries and solidifies in the dike system. This requirement for dredge water management will be in effect and shall be maintained until such time a permanent groundcover is established on the outside side slopes of the earthen-diked disposal area and across the full crest of the dredge pile. An optional pre-proposal conference is planned for this RFP to be held on October 11, 2022 for a site walk and a briefing.  Contractors are advised to meet in the parking lot at 805 S. Walker Street, Burgaw, NC 28425 by 9:00am. County staff will lead a caravan to each site. Questions are due by October 12, 2022 at 8am.  The deadline to submit a proposal is October 14, 2022 at 2pm. Pender County is seeking Proposals for a variety of demolition services in RFP # 220512-228 on multiple County owned sites, as well as remaining infrastructure at the former Long Creek School site are included. Sites may be awarded individually or all to one vendor.  All work will be expected to be completed in June 2022.

A site visit has been scheduled for May 19^th at 1pm at the former Long Creek School site, Project #1.  Attendance at the site visit is not mandatory but is strongly encouraged.  Any questions on this project are due to Trisha Newton at purchasing@pendercountync.gov and have been extended to May 20, 2022, at 9am.  Answers will be provided the same day.  Sealed bids are due no later than May 23, 2022 at 2pm in the Pender County Finance Office, located at 805 S. Walker St., Burgaw, NC  28425. Vendors are reminded to check back periodically for possible Addenda.

The County reserves the right to reject any or all proposals for which, in the County’s opinion, is in the best overall interest of the County and to waive minor irregularities in the evaluation process.  County also reserves the right to further negotiate minor modifications with the successful proposer upon completion of the evaluation process prior to the execution of a final contract.

Scope of Work:

The Proposer (also referred to as the “Contractor”) shall provide all materials, tools, machinery, labor, and supervision necessary for the demolition work of buildings and accessory structures. Demolition work shall include excavation of any footing foundations and removal of all debris from the demolition site.  Additionally, the Contractor must properly fill and seal all damaged/exposed wells.*
