Pender County Approves Fire and EMS Merger to Improve Services and Efficiency

In a 3–2 vote, the Pender County Board of Commissioners approved a plan to bring Emergency Medical Services (EMS) and fire protection services under county operation, with Commissioners Brad George and Dr. Jimmy Tate dissenting. The move is aimed at streamlining services, enhancing efficiency, and improving long-term sustainability.

The approved model will consolidate the majority of the county’s emergency services into a single, county-operated department at an estimated cost of $1.8 million in additional personnel costs per year. The goal is to finalize and sign the memoranda of understanding between the county and the affected departments by July 15, 2025.

“This is a significant step forward in strengthening emergency response for our residents,” said Board Vice-Chairman Brent Springer. “Additionally, it helps build the public infrastructure we desperately need. By unifying under one department, we’re positioning ourselves for improved coordination, better support for our dedicated personnel, and access to state retirement and health benefits for our new county employees.”

Key benefits of the merger include:

  • A uniform fire tax rate across the county
  • Increased operational efficiency through centralized management
  • Little to no change to ISO ratings, as service delivery will remain consistent
  • Improved recruitment and retention of skilled emergency personnel
  • Eligibility for participation in the state’s insurance and retirement system

Currently, the county spends approximately $21.2 million in local tax dollars annually on fire and emergency services provided by private contractors. Under the new structure, those funds will stay within the unified department, enhancing oversight and ensuring greater accountability.

To promote transparency and gather community feedback, the county will host a series of public town hall meetings between February and May 2026. Residents will be encouraged to attend and share their thoughts on emergency services in their districts.

A final merger agreement outlining legal, administrative, and operational components will be completed by Dec. 31, 2025.
