Pender County Board of Commissioners honor weightlifting champion Desmond Jordan

BURGAW- On November 20th, the Board of County Commissioners issued a proclamation honoring Pender County resident Desmond Jordan.

Jordan was born and raised in Rocky Point. He went to Pender High School and was a member of the second graduating class of Heide Trask Senior High School. At Trask, Jordan was the first football carrier, 300-yard runner, and the first 1,500-plus-yard runner.

After high school, Jordan went to Winston-Salem State University and succeeded on the football and baseball teams. After graduating with a bachelor’s degree, he got a yearlong contract to play for the Bielawa Owls, a professional football team based in Poland.

After his contract, Jordan came home, joined Cape Fear Rugby Club, and was a coach at Pender High School. He opened the House of Gains in 2015, a workout facility in Burgaw, North Carolina.

Desmond Jordan and his family

A truck accident seven years ago left his right arm “completely smashed.” Doctors told him he would never be able to lift weights, let alone powerlift. He wanted to prove them wrong, and he did.

Jordan recently won first place at the United States Powerlifting Association World Championships in Coventry, England, having deadlifted over 800 pounds.

Jordan is an inspiration. Despite the obstacles he overcame them and worked tirelessly to achieve many goals in weightlifting. He holds 17 state records, four national records, and the recent world record.

To read the proclamation, visit.

Desmond Jordan

Opioid Settlement–Strategy Proposal for Pender County–RFP #24-260

In July 2021, Attorney General Josh Stein announced a historic $750 million agreement over an 18-year period that will help bring desperately needed resources to North Carolina communities harmed by the opioid epidemic.  A Memorandum of Agreement (MOA) between the State and local governments directs how opioid settlement funds are distributed and used in our state.  To maximize funds flowing to North Carolina communities on the front lines of the opioid epidemic, the MOA allocates 15 percent of settlement funds to the State and sends the remaining 85 percent to North Carolina’s 100 counties and 17 municipalities.  Pender County seeks to fund eligible organizations to the opportunity to implement evidence-based, high impact strategies to address the opioid epidemic in the county.  In addition, the County seeks to build capacity and local infrastructure to respond to the overdose crisis.  The goal is to reduce overdose deaths, emergency department visits for overdose, and illicit opioid involvement.  Pender County Government is scheduled to receive $6, 816, 613 over an 18-year period.  Before spending settlement funds, every local county or municipality must select which opioid mitigation strategies they would like to fund.  In October 2022, the Pender County Health Department convened county agencies and partners to conduct a planning process that included a GAP analysis that included a Strengths, Weaknesses, Opportunities, and Threats (SWOT) Assessment.  Five team meetings were devoted to presentations from stakeholders that reviewed resources that are available to Pender County residents suffering from addiction, in treatment programs, or post-recovery programs.  Three community meetings were held to collect resident input.  Utilizing the information gathered, the team identified three priority strategies.  The top three focus areas are Early Intervention, Recovery Support Services, and Evidence-Based Addiction Treatment.  Proposals shall be submitted related to the three top focus areas in accordance with terms and conditions of RFP # 24-260.  Click here to view the full RFP and Attachment A Project Line Item Budget.  Only written questions will be considered and must be submitted via email to purchasing@pendercountync.gov by December 4, 2023 at 5 pm, with “Opioid Settlement – Strategy Proposal for Pender County  – RFP # 24-260” as the subject line.  Proposals shall be limited to 50 pages, and must be submitted no later than 12 noon on January 5, 2024.  Proposals must be submitted by one of the following:  By Mail: Attn: Trisha Newton, PO Box 1578, Burgaw, NC 28425, Reference RFQ # 24-260. Engineering Services for Stormwater Services, RFQ # 24-256

Pender County, NC is issuing a Request for Qualifications (RFQ) seeking qualified professional engineering firms to provide third party stormwater review services to assist the County with technical review of stormwater plans related to proposed development projects, including both residential and commercial development.

The County’s UDO describes the scenarios in which a proposed development triggers the need for stormwater plans to be submitted as part of the application for a development proposal. Specifically, article 7.9 of the UDO discusses stormwater management and the applicability of the regulations therein. Most frequently, stormwater plans are submitted within the applications of a proposed commercial development or proposed major subdivision.

Pender County, located in southeastern North Carolina, is the state’s fifth largest County based on land area (approximately 870 square miles), with only 4.5% of that land encompassed by incorporated municipalities and their extraterritorial jurisdictions (ETJs). The County is faced with development pressure as the region continues to see rapid population growth, predominantly expanding from the Wilmington Metropolitan Area.

The majority of the development pressure is felt in the southern and eastern portions of the County, specifically the Rocky Point and Hampstead areas. As these areas transition from a rural past to a more developed future, the community continues to seek to find the balance of protecting and preserving the natural environment, while ensuring development does not have a detrimental impact on the existing fabric of the community.

As noted in the Pender 2.0 Comprehensive Land Use Plan (the Plan), top public input priorities included avoiding development in environmentally sensitive areas and limiting development to areas not prone to drainage issues. The Plan goes on to state that the community has identified the most important role for the County to play in influencing development is the protection of natural resources and environmental quality. Finally, 58% of respondents to a survey shown in the Plan stated that stormwater runoff was the most important issue regarding growth and development in the County.
