Pender County ensures temporary electric service meets state code

BURGAW –  As FEMA temporary housing arrives, Pender County’s inspection department is ensuring the safety of its residents by complying with the state building code regarding electrical transmission lines.

“We have spoken with FEMA and they are going to instruct their contractors to comply with the state code by installing electrical lines in conduit 18 inches underground,” said Randell Woodruff, Pender County manager. “If conduit is not used, the electrical line must be buried 24 inches.”

Counties do not have the authority to waive state code, according to Trey Thurman, Pender County’s attorney.

“Our inspection department adhered to the state code,” said Woodruff. “We simply can’t permit unsafe conditions for our families who were severely impacted by Hurricane Florence.”

Pender County has waived permitting fees for residents impacted by the storm.

“Safety is our utmost concern,” said Woodruff.

Workshop for businesses impacted by Hurricane Florence

SURF CITY – The Greater Topsail Area Chamber of Commerce and Cape Fear Community College Small Business Center are teaming up to host an informative meeting for businesses impacted by Hurricane Florence.

The free workshop is set for Nov. 8, 8 a.m. at the Surf City Campus of Cape Fear Community College.

The Small Business Administration and various other agencies will be present to answer questions and provide information regarding assistance to businesses that were damaged by Hurricane Florence.

This free workshop is open to all businesses. Chamber membership is not required to attend.

Hurricane Relief Concert to feature Nashville rising star Lee Gantt, Nov 10

PENDER COUNTY –  One Pender, the hurricane relief benefit concert, will feature Nashville rising star Lee Gantt for an afternoon and evening of music.

Born and raised in the heart of the Midwest, Lee Gantt is a singer/songwriter from Columbus, OH. His unique blend of old style country lyrics and new school country melodies are hallmarks of the Lee Gantt sound. Gritty, heartfelt lyrics with powerful driving melodies help to fortify the deep connection Lee has with his fans. Lee developed his style from a variety of influences including Jason Aldean, Garth Brooks, Eric Church, and Conway Twitty but primarily credits Kenny Chesney for inspiring him to become the writer and performer he is today.

“Gantt is a rising star,” said Tom Collins, Pender County Emergency Management director. “He was quick to agree to come to Burgaw for the One Pender Hurricane Relief Concert. He will provide an entertaining show that will raise money for our Pender County families.” said Collins.

For the past 7 years Lee has been touring across the country performing in more than 25 states and opening for some of the biggest names in country music such as Chris Young, Dustin Lynch, Thompson Square, Phil Vassar, Love and Theft, Neal McCoy, Colt Ford, Easton Corbin and many more. Lee is also a regular member of the Nashville writing community.

Collins’ son, Brian, is the drummer for Gantt’s band.

The Greater Topsail Area Chamber of Commerce is taking a community leading role in the benefit concert. They have posted a donation button on their website for anyone who wants to donate to One Pender. The website is www.topsailchamber.org.

Local companies are encouraged to donate as well as residents who were not impacted by the storm.

Prior to the concert, from 2-4 p.m. on Nov. 10, a VIP meet and greet with a meal will be served for all first responders and Pender County School staff who assisted during the hurricane.

“These are our Hurricane Heroes,” said Dr. Steven Hill, Pender County Schools Superintendent. “These are the people who came together during the storm to ensure the safety of our community – working in the shelters, conducting rescues, responding to emergencies. This is just one way we can say thank you.”

2018 Debris Monitoring Request for Qualifications

PURPOSE
The purpose of this Request for Qualifications (RFQ) is for Pender County to acquire comprehensive debris monitoring services. Hurricane Florence resulted in widespread damage throughout Pender County. Initial estimates are that debris collection may total Nine Million Dollars ($9,000,000.00) for vegetative, C&D and other debris. Debris collection is ongoing and monitoring has been ongoing as well. The rapidity with which a contractor can mobilize and transition to the long term monitoring will be a criteria taken into account in making the award. The County anticipates requesting the Board of Commissioners to award the contract on November 5, 2018, so transition and mobilization should be keyed to starting on November 6, 2018.

SCOPE OF SERVICES
The selected contractor will assist the Pender County in monitoring debris collection services under Federal and State Disaster Programs related to Hurricane Florence, and any suceeding disasters during the term of this contract. The monitoring will include the entire unincorporated area of the County and, at the sole option of the County may include areas within municipalities. Examples of disaster recovery services that may be required, include:

I. DEBRIS MONITORING SERVICES
The selected firm will be expected to provide debris monitoring services to include debris generated from the public rights-of-way, private roadways to which the public has open access, and other public, eligible, or designated areas. Specific services may include:

a. Coordinating daily briefings, work progress, staffing, and other key items with the County.
b. Selection and permitting of TDSRS locations and any other permitting/regulatory issues as necessary.
c. Scheduling work for all team members and contractors on a daily basis.
d. Hiring, scheduling, and managing field staff.
e. Monitoring recovery contractor operations, and making/implementing recommendations to improve efficiency and speed up recovery work.
f. Assisting the County with responding to public concerns and comments.
g. Certifying contractor vehicles for debris removal and maintain a truck certification list utilizing FEMA guidance.
h. Entering load tickets into a database application.
i. Digitization of source documentation (such as load tickets).
j. Developing daily operational reports to keep the County informed of work progress.
k. Development of maps, GIS applications, etc. as necessary.
l. Comprehensive review, reconciliation, and validation of debris removal contractor(s) invoices prior to submission to the County for processing.
m. Project Worksheet and other pertinent report preparation required for reimbursement by FEMA, FHWA and any other applicable agency for disaster recovery efforts by County staff and designated debris removal contractors.
n. Final report and appeal preparation and assistance.

Safe Halloween at Pender’s EMS and fire departments, Oct. 31

BURGAW –  Safety forces and Pender County are teaming up for a safe Halloween for local children.

Pender County EMS & Fire, Pender County Firefighters Association, Pender County Emergency Management, Pender County Tourism, and Pender County will host Safe Halloween Treats and Fire Trucks Oct. 31, 6-8 p.m.

“Local fire and EMS stations will be open to our families with their little goblins for a safe trick or treat event,” said Woody Sullivan, Pender County EMS and Fire director.

Children will have the opportunity to explore a fire truck as well as get Halloween treats from our firefighters and emergency personnel.

Distribution of hay and feed

The Eastern NC Equine Emergency Assist, 4101 Blue Clay Rd. in Castle Hayne, is distributing hay and feed for family pets and large animals on Saturday. This is the second Saturday they are distributing items to help families impacted by Hurricane Florence.

Our Animal Shelter Manager Jewell Horton will be on site.

Pender County allocates additional funds for Pender County Schools

BURGAW – Today in and Emergency Meeting, the Pender County Board of County Commissioners allocated $947,244 for the Pender County Board of Education for contracts to remediate district buildings.

In the meeting the Commissioners approved considered items related to the school district’s hurricane damage, possible funding for school repairs, and emergency response issues related to Hurricane Florence recovery.

“The goal of the Pender County Board of Commissioners and the Board of Education remain the same – to provide a safe learning environment for our children,” said George Brown, Chairman of the Pender County Board of County Commissioners.

On Sept. 28, the Pender County Board of County Commissioners approved and allocated $4 million to the Pender County Board of Education. The Board of Education then hired a professional engineering and industrial hygiene firm to prepare remediation protocols for damaged schools. The Board of Education received bids from contractors on Oct. 8 and awarded contracts to remediation firms on the evening of October 9th.

“With this allocation, the County Commissioners have fully funded all contracts which the School Board has approved. Both Boards are working together to get our kids back in school as soon as we safely can do so,” Brown said.

Hazard Mitigation Activities

PENDER COUNTY, NC – Following a federally declared disaster such as Hurricane Florence, local governments are eligible to apply for Hazard Mitigation Grant Program funds (HMGP) that will reduce or eliminate the losses from future disasters. Projects must provide a long-term solution to a problem, for example, elevation of a home to reduce the risk of flood damage as opposed to buying sandbags and pumps to fight the flood. In addition, a project’s potential savings must be more than the cost of implementing the project. These activities may include elevating structures in the regulatory floodplain, acquiring property to prevent future losses, or retrofitting structures to minimize future damages.

“It’s important to understand that these activities have not been activated by FEMA or the State of North Carolina and therefore, Pender County is unaware of any potential funding amounts or timing of this potential future grant application” said Kyle Breuer, Planning and Community Development Director. “Projects such as this have taken years to receive funding and are not designed to provide immediate relief from the devastating effects of natural disasters our area is known to see. There’s an expectation that this option is available now, which it is not.”

Staff from the Planning and Community Development department as well as Emergency Management will be available next week, Tuesday, October 16th from 4 – 6 p.m. at 805 S. Walker Street, Burgaw, NC to review potential HMGP opportunities with residents as well as to review requirements for potential eligibility.
